Becoming an owner builder lets you manage your own home build or renovation and save on builder margins. Here is how it works in NSW, QLD and WA.

An owner builder takes on the role of the builder for their own home. You manage the project, engage trades directly, order materials and take legal responsibility for the work, all without paying a licensed builder’s margin. For many Australians, the savings are worth it. But becoming an owner builder is a regulated process, and it starts with training and a permit.
What an owner builder actually does
As an owner builder you are not a hands-on carpenter by default. You are the project manager and the legally responsible party. A typical owner builder will:
- plan the build and obtain approvals and permits
- hire and supervise licensed trades at each stage
- order materials and manage the budget and timeline
- make sure the work complies with the Building Code, Australian Standards and your plans
- arrange the inspections required at each stage of construction
Step 1: Check you are eligible
The rules differ by state, but the basics are the same everywhere:
- you must own (or co-own) the land and the work must be on your own residential property
- you must be at least 18 years old
- you can only owner build for your own use, not to sell as a business
States also limit how often you can obtain an owner builder permit. In Queensland, for example, owner builders are generally limited to one permit every six years, and NSW places similar restrictions. Check the current rules with your state authority before you commit to a timeline.
Step 2: Complete your state’s owner builder course
NSW and Queensland require you to complete an approved owner builder course before you can get your permit. In Queensland, the QBCC prescribes the Course in Preparation for Owner Builder Permit (NONACC91528). In NSW, an approved course from a registered training organisation is a condition of the permit. Western Australia has no legislated course requirement, but an approved course is strongly recommended and gives you the practical knowledge to run a compliant build, from contracts and insurances to site safety.
The Owner Builder Centre (RTO 91528) delivers these courses 100% online, and your certificate is generated the moment you finish. You can start with the NSW Owner Builder Course, the QLD Owner Builder Course or the WA Owner Builder Course.
Step 3: Apply for your permit or approval
Each state issues owner builder permits through its own authority:
- NSW: apply to NSW Fair Trading. A permit is generally required for residential building work over $10,000 where you act as your own builder.
- QLD: apply to the Queensland Building and Construction Commission (QBCC). A permit is generally required for building work valued over $11,000, and you must have completed the prescribed course.
- WA: apply to Building and Energy (part of the Department of Energy, Mines, Industry Regulation and Safety) for an owner-builder approval before your local council issues a building permit.
Have your course certificate, proof of ownership, identification and your plans or scope of work ready, as the application will ask for them. Processing times vary, so apply early. For a deeper look at the application itself, see our complete guide to owner builder permits.
Step 4: Sort out insurance before you start
As an owner builder you carry the risk a licensed builder would normally cover. Public liability insurance, contract works cover for the structure and materials, and correct cover for the trades you engage are all essential. Our owner builder insurance page explains exactly what you need.
Step 5: Run your build
With the permit issued and insurance in place, the real work begins:
- use written contracts with every licensed trade
- book inspections at each mandatory stage
- keep records of approvals, certificates and invoices
- manage site safety, including induction and asbestos risks on older homes
Is owner building worth it?
Owner builders commonly save a significant portion of a builder’s margin, and many value the control over quality, materials and timing. The trade-off is time, administration and legal responsibility. Get the training right at the start, and the rest of the project follows much more smoothly.
